Where water lands, and whether the run is reviewable
Stormwater guidance concerns where concentrated runoff is directed, and on clay that erodes readily under flow, a downspout ending near the wall causes visible damage quickly. On a designated property, the placement and appearance of visible downspouts can also attract preservation review. Neither question is about the gutter product and both are answered from the parcel.

Citywide guidance will not tell you where your runoff currently goes, whether your property is designated, or whether the fascia will carry new hangers. Settle all three before the gutters are ordered.
