Debris load here is a design input, not a nuisance

Red clay makes the discharge point the important decision
This is the local detail most gutter quotes ignore. York County sits on Piedmont residual soils — red clay, which holds water rather than draining it away, and which erodes readily under concentrated flow.
A downspout that discharges next to the foundation therefore does two things here that it might not do on sandy soil. It cuts a channel and carries soil away, undermining planting beds and eventually the grade itself. And it repeatedly saturates clay directly against the foundation, which is the same clay that shrinks and swells with moisture content and drives most local foundation movement.
Put plainly: in this soil, where the downspout ends is more consequential than what brand of gutter is above it. Extensions carrying water well clear of the structure, or buried drain lines to a discharge point downhill, are inexpensive during a gutter installation and awkward to retrofit. If a quote does not mention discharge, that is the first thing to raise.
There is a second-order benefit worth knowing. Most local housing sits over a crawlspace, and crawlspace dampness is the main driver of mold and wood decay in this region. Keeping roof water away from the perimeter is one of the cheapest ways to reduce it.
South Carolina licensing and insurance
Contractors in South Carolina are licensed or registered through the Department of Labor, Licensing and Regulation, with the requirement depending on the type and value of the work. Ask for the number, verify it on LLR's public lookup, and check the classification it covers.
For gutter work the insurance question carries as much weight as licensing, because this is ladder work at height. Verify liability insurance directly with the insurer, and confirm workers' compensation for anyone who will be on the property. If an uninsured worker is injured on your roofline, that exposure can land on you.
Repair or replace
Repair is often correct and often undersold. It is genuinely the right answer for isolated sealant failure at a corner or end cap, for a handful of failed hangers causing a sag, and for a downspout that has come adrift.
Replacement earns its cost when a sectional system is leaking at many joints, when the material is too light a gauge to hold its line, when corrosion has set in, or when the fascia behind it has deteriorated to the point that fasteners no longer hold.
That last one is the common hidden item. Wood fascia behind a gutter that has been overflowing for a season or two is frequently compromised, and a rehang becomes a carpentry job. Ask whether the fascia has been inspected and what happens to the price if rot is found — before work starts, in writing.
Sizing, briefly
Five-inch K-style gutter with adequate downspouts handles most residential roofs in this region. Six-inch is worth considering on long runs, steep pitches, or where a large roof area drains to a single point. Capacity is governed more by downspout number and size than by trough dimension, so adding an outlet is often the more effective change.
A quote should state gutter size, material gauge, hanger spacing, and the number and location of downspouts. One that states only a linear-foot price has not been designed.
